Gen IV is a metodology used to create NPP and estimate the safety of NPP. As Gen IV is a metodology it can't contain and hasn't in itself the types of NPP (Risk and Safety Working Group (RSWG) An Integrated Safety Assessment Methodology (ISAM) for Generation IV Nuclear Systems. GIF/RSWG/2010/002/Rev 1, Version 1.1 – June 2011).
Gen IV is weak (right now) as it doesn't define quantitative safety criteria to estimate compliance with itself. It's foolish.
Thermal-neutron reactors are not discussed - those are inadequate for the nearest future.
